U-2 Affair: (1960) Confrontation between the U.S. and the Soviet Union. On May 1, 1960, the Soviet Union shot down a U.S. U-2 reconnaissance plane and called the flight an "aggressive act." The U.S. denied Soviet claims that the pilot, F. Gary Powers, had stated that his mission was to collect Soviet intelligence data. Nikita Khrushchev declared that the Soviet Union would not take part in a scheduled summit conference with the U.S., Britain, and France unless the U.S. immediately stopped flights over Soviet territory, apologized, and punished those responsible. Pres. Dwight D. Eisenhower agreed only to the first stipulation, and the conference was adjourned. Powers was tried in the Soviet Union and sentenced to 10 years in prison; in 1962 he was exchanged for the Soviet spy Rudolf Abel

An adventuress, the countess de la Motte, schemed to acquire a valuable diamond necklace by duping cardinal de Rohan into believing that Queen Marie-Antoinette wanted to obtain it surreptitiously and that he could gain her favour by facilitating its purchase. When the plot came to light, Louis XVI had the cardinal arrested. Though acquitted, the arbitrary treatment of the cardinal deepened impressions of the autocratic nature of the king's government

Brownsville Affair: Racial incident in 1906 in Brownsville, Texas, involving white citizens of Brownsville and African American soldiers stationed at nearby Fort Brown. On the evening of August 13-14, rifle shots on a street in Brownsville killed one white man and wounded another. The mayor and other whites accused African American soldiers of the crime. Though their white officers stated that the soldiers were in their barracks, investigators accepted the mayor's version, and Pres. Theodore Roosevelt ordered dishonourable discharges for 167 African American soldiers for their alleged conspiracy of silence. In 1972 a congressional investigation cleared the soldiers of guilt

Genêt (1763-1834), who was sent to the U.S. in 1793 by the French government to gain support for France's war with Britain and Spain. In South Carolina Genêt organized privateers to prey on British commerce and expeditions to attack Spanish and British territories. Pres. George Washington considered Genêt's activities a violation of U.S. neutrality and demanded his recall. Don Pacifico Affair: (1850) Conflict between Britain and Greece that originated when the home of David Pacifico (known as Don Pacifico), a British subject living in Athens, was burned down in an anti-Semitic riot. In support of his demand for compensation, Viscount Palmerston sent a naval squadron to blockade the Greek coast. Palmerston's policy drew protests from France and Russia as well as Britain's House of Lords, but he won the support of the Commons after arguing that Britain should protect its subjects from injustice wherever they might live

Iran-Contra Affair: U.S. political scandal. In 1985 Robert McFarlane, head of the National Security Council (NSC), authorized sales of weapons to Iran in an attempt to secure the release of U.S. hostages held in Lebanon by pro-Iranian terrorist groups. The deal contravened stated policy regarding both dealings with terrorists and military aid to Iran. At the instigation of Oliver North, a NSC staff member, and with the approval of John M. Poindexter, part of the $48 million paid by Iran for the arms was diverted to the Nicaraguan contras, in direct violation of a 1984 law banning such assistance. A Senate investigation resulted in the conviction of North and Poindexter on charges of obstructing justice and related offenses, though their convictions were later overturned on the ground that testimony given at their trials had been influenced by information they had supplied to Congress under a limited grant of immunity. Pres. Ronald Reagan accepted responsibility for the arms-for-hostages deal but denied any knowledge of the diversion

Stavisky affair: (1934) French financial and political scandal. When bonds sold to working-class citizens by a credit organization run by the Russian-born swindler Serge A. Stavisky (1886-1934) were found to be worthless, Stavisky fled to Chamonix and allegedly committed suicide. Members of the right believed he had been murdered to cover up complicity with corrupt government officials. Demonstrations against the government by antirepublican groups, including the Action Française and the Croix de Feu, culminated in a riot on Feb. 6, 1934, which killed 15 people. Two successive prime ministers were forced to resign; a centrist coalition was eventually formed to restore confidence
Trent Affair: (1861) Incident in the American Civil War involving freedom of the seas. On Nov. 8, 1861, the Union frigate San Jacinto stopped the neutral British steamer Trent to seize Confederate commissioners John Slidell and James Murray Mason, who were en route to England and France to seek support for the Confederacy. Protests in Britain denounced the action and called for war. On December 26, William Seward admitted the Union's error in not bringing the ship into a U.S. port for adjudication, and the two men were soon released

XYZ Affair: (1797-98) Diplomatic incident between the U.S. and France. Pres. John Adams sent special envoys Elbridge Gerry and John Marshall to France to help Charles C. Pinckney negotiate an agreement to protect U.S. shipping from French privateers. Before the three could meet with Charles-Maurice de Talleyrand, they were approached by three of his agents called X, Y, and Z in diplomatic correspondence to Adams who suggested a bribe of $250,000 to Talleyrand and a loan of $10 million to France as preconditions for negotiations. Adams rejected the French demands and reported the mission had failed. When he was forced to reveal the correspondence, public outrage was followed by calls for war with France. The Alien and Sedition Acts were passed to restrict potential French sympathizers. The Convention of 1800 ended a period of undeclared naval warfare between the U.S. and France
