Definition of leaky bucket in English English dictionary

Moffitt described this loss of work-related income as a result of the AFDC (Aid to Families with Dependent Children) benefits being transferred in a "leaky bucket." This is a theory developed by another economist, Arthur Okun, in 1975. The leaky bucket theory says that for every dollar given to an AFDC recipient, the recipient actually gets less than a dollar, because the bucket is "leaking money."
