As used in the Commerce Department's Export Control Regulations: 1) When an item is exported from this country to another country and then that country transfers the item on to another country 2) When a foreign-made item is imported to this country, export-controlled U S technology (parts, components, materials, etc ) is added to the item, and the item is then "re-exported" back to the country of origin or to another country
